PERMITTING FEE INCREASE- CAPE CORAL
The Cape Coral City Council has approved an increase in permitting fees. The increase to miscellaneous permits is effective July 6, 2009. The increase in permitting fees for new construction are effective August 31, 2009. View the new permitting fees. [ members only ]

Attention CCCIA Members - Smalltooth Sawfish
The federal government (namely the National Oceanic and Atmospheric Administration and the National Marine Fisheries Service) recently drafted a rule that would designate habitats where the smalltooth sawfish can be found. This fish was placed on the endangered species list, and in a subsequent law suit settlement, they agreed to do this. NEW NON-RESIDENTIAL DESIGN STANDARDS
In accordance with the recently adopted Non-Residential Design Standards, applications for building permits, planned development projects (PDPs), and site plans received after December 1, 2008, must comply with the Non-Residential Design Standards provided in Section 5.6 of the Land Use and Development Regulations. DCD NOTICE TO CONTRACTORS
Effective Immediately - When submitting an NOC for a New Construction (Residential or Commercial) building permit, the general description of improvement line must include the following:

Site work (the verbiage “site work” is required on the NOC for the land/infrastructure), if applies.

Work being done (example: new construction of a building, addition to an existing building, Single Famiy Residence)
-
All related work (anything that is attached and/or required to complete a new construction or that is part of the building). The NOC does not have to itemize the scope of work as long as the building is under construction.

If the words “site work and/or all related work” are not included in the description, then the NOC will only apply to the building construction.
REMINDER: A COPY OF THE NOTICE OF COMMENCEMENT MUST BE POSTED ON THE JOB SITE AT ALL TIMES.

Effective January 1st 2008, The City of Cape Coral will implement the Local Operating Agreement between the U.S. Army Corps of Engineers and The City of Cape Coral Department of Community Development regarding the Regulation of Riprap Revetments, Maintenance Dredging, Boat Ramps, Boat Ramps, Aerial Transmission Lines, Subaqueous Utility and Transmission Lines, Private Single-Family Piers (Docks) and Appurtenances, Stormwater Outfalls, Bulkheads and Backfill, and Other Minor Structures Located within the City of Cape Coral, Lee County, Florida, Pursuant to Programmatic General Permit (PGP) SAJ-91. Funding Tomorrow's Health Care Today
LMHS is gathering information from residents and visitors, along with
a number of community leaders, about local health care experiences to
listen to hopes and dreams for a model health care delivery system.
This gathering of information is helping to provide an assessment that

titled Community Health Visioning 2017.

Effective July 24, 2007
All of the building permitting forms and applications on the City website have been and are currently in the process of being revised. Effective July 24, 2007, all forms and applications submitted to the City of Cape Coral must be one of the updated forms on the website as of that date. Click here for forms. New requirements for well drilling in North Cape Coral Effective August 1…
The city of Cape Coral has been notified by Ed Fischer, well ordinance inspector, that the aquifer level in the Sandstone Aquifer – one of aquifers used to supply water for residents in the north Cape – has dropped to within 10 feet of the top of aquifer. In some instances, the static levels have dropped to the top of the aquifer. To avoid a violation of Florida Statutes mandating minimum levels for aquifers, the City must prohibit any new well drilling in this aquifer zone. [ Full Article ]

NEW LCEC FEES EFFECTIVE JANUARY 1, 2007
The CCCIA works hard to keep you informed of industry issues and changes that assist you in your business. In our December newsletter, an LCEC communication called Powerful News contained information about upcoming fee changes, on all initial applications received after December 29, 2006 at noon.
It has since been brought to our attention that the increases were not clear and easy to calculate. As I am sure you are all aware, as with Impact Fee and other fee updates, we keep the information simple and easy to process.
In an attempt to rectify this situation…here is clarification of the new fee structure:
Initial Construction Charge: $200 (Old: $125)
Connect Charge (per meter): $ 30 (Old: $ 15)
System Infrastructure Charge (per meter): $250 (New Fee)
(Keep in mind that multi-family will be charged connect charge and system infrastructure charge fee per unit.)
(For single family, the above is a $340 increase.)
False Service Call Charge-Line Crew: $ 80 (New Fee)
False Service Call Charge-Meter Crew:$ 30 (New Fee)
Underground LCEC Installed Trench: $750
Underground Customer Installed Trench: $315 (New Fee)
The fees are effective on jobs where the original application was sent to LCEC after December 29, 2006 at noon. If you have a project submitted before that time and the new fees are charged, call the Builder Reps at 656-2124 and they will make an adjustment.

Inspection of Inlet Seal of Septic Tanks
The Florida Department of Health has an obligation to ensure that onsite sewage systems are installed and inspected in compliance with Florida law and rule. Prior to final installation approval, the inlet seals for all septic tanks should be inspected. This cannot be accomplished until the building sewer pipe from the house stub-out to the septic tank is completed. An inspection is necessary to ensure that a watertight seal is accomplished and an approved seal is in place. [ Full memo ]

Reminder from the City of Cape Coral
The City of Cape Coral would like to remind the construction industry that eagle season starts on October 1. Only light interior work is allowed during nesting season. The City’s Protected Species Ordinance has the following definition for light construction: “Such activities include, but are not limited to, manual house painting and stucco work, indoor finishing work, and the placing of sod and landscaping.“
City employees and Fish & Wildlife Law Enforcement Officers will be monitoring our eagle sites the weekend of October 1st, to make sure there are no wildlife violations. I’ve attached a copy of the Protected Species Ordinance. If you have further questions, please contact our wildlife specialist at 574-0589.
Bald Eagle Protection Ordinance
On July 28, 2006, the Licensing Division of the City Clerk's Office participated in a construction site sweep...
along with the State of Florida Department of Business and Professional Regulation (DBPR); State of
Florida DBPR Bureau of Child Labor Enforcement; State of Florida Department of Financial Services Division of Workers' Compensation; and the Cape Coral Police Department. The primary objectives of this sweep were to identify unlicensed contractors and workers' compensation issues. The secondary objectives were to check the display of contractor's license numbers on vehicles, construction litter and debris, and construction site thefts and burglaries. [ full text ]

CONTRACTORS: PLEASE NOTE CHANGE IN POLICY CONCERNING CO INSPECTIONS May 1, 2006
This change in policy was recently received from the Building Official. It replaces all other policies concerning appliances at the time of CO. BURROWING OWL NESTING SEASON
March 30, 2006 - The City of Cape Coral would like to remind all contractors that nesting season has started for burrowing owls. During nesting season, owls tend to start new burrows on vacant lots. Please recheck the building site and all adjacent parcels, just prior to the start of construction. City staff is in agreement with attempting to assist the industry with the receipt of house plans w/o county septic approval prior to January 1st under the following conditions:
1) This relates to one and two family homes only.

LCEC Improves Trench Inspection Process.
In an effort to make the trench inspection process as efficient as possible, LCED has eliminated the need for builders who have opted to take advantage of LCEC's customer installed trench and conduit option to place a separate order for the trench inspection. Instead, line crews will visit the job site once to inspect the trench and conduit. If both were installed per LCEC standards, the service will be installed and the meter will be set. [ full text ]
